This guide walks through a Google Ads conversion tracking setup for a contractor’s
three kinds of leads: phone calls, contact forms and online bookings. It is written
for owners and office managers, not developers, and it follows the order we use
on client accounts.

> **Short answer:** decide what counts as a lead, create one conversion action for
> each kind of lead in **Goals → Conversions → Summary**, install the Google tag
> once on every page, add call tracking, count forms only when they are really sent,
> and test everything with a real inquiry in Tag Assistant. Set each lead to count“
> One” per click.

Set up conversion tracking in this order

 1. Decide what counts as a lead
 2. Create the conversion actions
 3. Install the Google tag once
 4. Add calls, forms and bookings
 5. Test with a real inquiry

## Step 1: Decide what counts as a lead

Write a short list before you touch any settings. For most contractors it is:

 * A phone call longer than your minimum length, for example 60 seconds.
 * A contact or quote form that was really sent.
 * A booked appointment.

Page views, button taps and visits to the contact page are not leads. Counting them
is one of the most common mistakes we see: in our check of [258 home-service websites](https://www.xmergesolutions.com/google-ads-call-tracking-study/),
14% counted a click or a page view as a lead.

## Step 2: Create the conversion actions

In Google Ads, open **Goals → Conversions → Summary** and create a new conversion
action for each lead type. Use clear names, such as “Website form sent”, “Calls
from ads”, “Calls from website” and “Booking made”.

For each lead action:

 * Set **Count** to **One**. Google suggests “One” for leads and “Every” for sales(
   [counting options](https://support.google.com/google-ads/answer/3438531)).
 * Make it a **primary** action, so it shows in your Conversions column and guides
   bidding.
 * Give it a value if you can, even an average job value. It helps you compare campaigns
   later.

## Step 3: Install the Google tag once

The Google tag is the base code that lets Google Ads see what happens on your site.
Install it on every page, one way only: through Google Tag Manager, through one
plugin, or straight in the site code. Two of them at once is how tags end up running
twice; we found that on 34% of the sites in our study.

### What are the Google Ads conversion ID and conversion label?

When you set up a conversion action, Google gives you two codes. The **conversion
ID** looks like AW-123456789 and belongs to your whole account. The **conversion
label** is a short code that belongs to one conversion action. Tag Manager needs
both to send each lead to the right action. You can find them in the action’s tag
setup, under the option to use Google Tag Manager.

### Google Tag Manager conversion tracking

If you use Tag Manager, add a Google Ads conversion tag for each action with its
ID and label. Add a conversion linker tag on all pages too, unless a Google tag
already loads on every page ([Google’s guide](https://support.google.com/tagmanager/answer/7549390)).
The conversion linker helps keep the ad click connected to the lead.

## Step 4: Add calls, forms and bookings

### Calls

 * **Calls from ads:** add a call asset and a “Calls from ads” conversion.
 * **Calls from your website:** use Google’s [website call tracking](https://support.google.com/google-ads/answer/6095883),
which shows a free forwarding number to visitors from your ads. Google says it
needs the Google tag plus a phone snippet on each page with your number, and
domain verification. It also advises against using Tag Manager for this if another
call tracking tool already swaps numbers on your site.
 * **Or a call tracking tool** that sends calls to Google Ads. See call tracking
   for contractors.

### Forms

Count a form only when it is really sent: on the thank-you page, or on the form’s
own “sent” event. Never on the button press alone, because that fires even when
the form is empty.

### Bookings

If your booking calendar lives on another website, the lead can disappear. Use the
booking tool’s own Google Ads connection if it has one, or send people to a thank-
you page on your own site after they book.

### Enhanced conversions

Enhanced conversions add protected customer details, such as an email address, to
a conversion so Google can match more leads to ad clicks. For lead businesses, Google
recommends starting with enhanced conversions for leads if you don’t import offline
conversions yet ([Google’s guide](https://support.google.com/google-ads/answer/7012522)).
Since June 2026, Google Ads has one enhanced conversions setting that covers both
website conversions and leads ([Google’s update](https://support.google.com/google-ads/answer/16884284)).

## Step 5: Test with a real inquiry

 1. Open your site with [Google Tag Assistant](https://tagassistant.google.com/).
 2. Send a real test form, then check that exactly one conversion fired.
 3. Press send with the form empty, and check that nothing fired.
 4. In Google Ads, use **Troubleshoot** on the Summary page. Google says an action
checked this way updates after about 30 minutes ([Google’s guide](https://support.google.com/google-ads/answer/10989978)).

Don’t click your own ads to test. You pay for those clicks.

## After setup: a monthly check

| Check | Good sign |
| Conversions vs your real leads | Close to the same number |
| Status of each action | “Recording” |
| Calls tracked | Calls from ads and from the website both count |
| Each lead counted once | Count set to “One” |

## Frequently asked questions

What is a Google Ads conversion label?

It is a short code that identifies one conversion action in your account. Together
with your conversion ID (AW- and a number), it tells Google Ads which action a lead
belongs to.

Do I need Google Tag Manager for conversion tracking?

No. It makes managing several tags easier, but the Google tag can also be installed
directly or through one plugin. Just never install the same tag two ways.

Should I import GA4 conversions or use the Google Ads tag?

For each kind of lead, pick one. Counting the same lead through both GA4 and the
Google Ads tag doubles it.

How do I know my conversion tracking setup works?

Send a real test inquiry, watch it fire once in Tag Assistant, and check that the
action shows “Recording” in Google Ads.
